Jeff Carter serves as President and CEO of Clean Water Action and Clean Water Fund - bringing more than a decade of executive leadership experience to the organization. Most recently, Jeff led Physicians for Social Responsibility, a membership organization of health professionals in the US working to protect the public from the global threats posed by climate change, environmental destruction, and nuclear weapons proliferation.

Jeff has extensive experience managing portfolios including combating climate changing emissions from the oil and gas industry; disclosing chemicals used in fracking that can contaminate our land, water, and air; promoting investment in clean, safe renewable energy and energy efficiency; protecting federal policies and programs that safeguard our climate; and educating and mobilizing health professionals to speak about climate change.  

While at PSR, Jeff worked to support and mentor emerging leaders and diverse voices, including the efforts of a new generation of health professionals seeking to bring racial justice to the forefront of today’s nuclear weapons disarmament movement.

The bulk of Jeff’s career prior to his arrival at PSR was focused on education policy; in particular, as a national leader on federal adult education policy. From 2014-2016, he served as the President of the National Coalition for Literacy and, in 2018, as the President of the Committee for Education Funding (CEF), the largest nonpartisan coalition of national education advocacy groups in the U.S. In September 2018, he was awarded a Literacy Leadership Award by NCL for his “long and effective career as an advocate for adult literacy and adult education.”

Jeff is based in the Washington DC office and is looking forward to leading Clean Water Action and Clean Water Fund to even greater success and impact.
