The Bipartisan Infrastructure Law (BIL) proved what’s possible when our nation invests in clean, safe, affordable drinking water. It funded lead pipe removal, PFAS cleanup, and protection for drinking water sources across the country. But this historic progress is at risk.
BIL funding runs out in 2026, and Congress is already considering deep cuts to the Clean Water and Drinking Water State Revolving Funds (SRFs), the backbone of our water infrastructure. Cuts of up to 50% would stall critical projects, threaten public health, and hit small, rural, and low-income communities the hardest.
We can’t let this happen. Congress must act now to protect and expand federal water infrastructure funding.
Four Key Recommendations
1. Sustain & Expand SRF Investment
Fully fund the Clean Water and Drinking Water SRFs at or above BIL levels, with at least 49% of funding as grants or principal forgiveness for frontline communities.
2. Fully Fund WIFIA
Provide at least $100 million annually for the Water Infrastructure Finance and Innovation Act, enabling large-scale, nationally significant projects.
3. Invest in Technical Assistance
Maintain at least $150 million per year for technical assistance programs that help small, rural, and disadvantaged communities plan, apply for, and manage infrastructure projects.
4. Advance Water Affordability
Require states to include affordability impact statements in SRF plans and expand grants for communities with high water burdens or climate vulnerability.
